Oshawa councillors are directing staff to conduct a review of the city’s policies on pet breeding.
“The number of backyard breeders […] is getting out of hand,” said Councilor Brian Nicholson at Monday’s meeting. “The really sad part is the animals are abused. In many cases, the same dog is bred, year after year, for five or six years and then they’re abandoned, and they end up at our animal shelters. If the puppies [or] Kittens aren’t sold, they too end up at our animal shelters.”
City staff will review the regulations and licensing rules for boarding kennels and breeders. They will report their findings at a later date to the Safety and Facilities Services Committee.
The topic comes as the city looks into updating its 2005 Business Licensing by-law, which licenses and regulates various kinds of businesses in Oshawa.
The city doesn’t currently regulate boarding kennels and breeders; staff will weigh the pros and cons of changing that.
The staff report will also look into whether the city should regulate tattoo parlors, as well as tobacco and vape shops. The Safety and Facilities Services Committee will discuss that topic further when they meet in mid-April.
